Your underfloor heating not working?  95 times out of 100 it is the underfloor heating thermostat/controller.  Underfloor heating thermostats, like all electrical appliances, will fail over time.

Only if the floor has moved, some one has pulled up existing flooring, or someone has damaged the cable (usually with a drill bit) will a new thermostat not fix your heating issue.  An electrician should do a continuality test if it is possible the cable is damaged
